The table provides a chronology with indicated framing shifts used by the City of Cape Town in order to indicate a change in their approach to the drought (2016-2018) the Data looks at media releases by the City of Cape Town between 2010 and 2018 and identifies the sift taking place in mid 2017. It also shows how predominant a 'new normal' framing of the drought (as in Anthropocene terms) becomes established in subsequent releases.
