Alternative Sardine Harvest Control Rules

Three alternative harvest control rules for consideration for OMP-14 are detailed. These rules allow for a smooth increase in the proportion of the total TAC awarded as an initial TAC, from 50 to 100%, over varying ranges of survey estimates of biomass.
