A brief history of the development of the Management Procedure (MP) approach in the Scientific Committee of the International Whaling Commission is provided. Some broad details of the Approach (otherwise known as Management Strategy Evaluation – MSE) are provided, with explanations of how an MP relates to a Harvest Control Rule (HCR) and to a Harvest Strategy (HS).
