Corrected Reference Set conditioning results and updated CMP projection results

An error in the Reference Set Operating Models has been corrected and the Reference Set re-conditioned. The update resulted in slightly lower estimates of 𝐵_𝑀𝑆𝑌/𝐾^𝑠𝑝, slightly higher estimates of 𝐵^𝑠𝑝/𝐵_𝑀𝑆𝑌 and overall better negative log likelihoods. Additionally, an alternative approach to increasing the b parameter in the OMP formula is put forward so as to increase the overall magnitude of the projected TACs. This approach leads to slightly smaller upper bounds on the AAVs in the projected TACs, and is put forward as a better option for greater stability in those TACs.
