First cut at broad model specifications for the development of transboundary hake stock assessments

<p>A three stage process is set out for the initial specification of alternative hake stock structures for South Africa and Namibia for trans-boundary stock assessments. First details of a fleets-as-areas with hard boundaries approach is put forward. Next mixing is allowed in specified overlap areas. Finally explicit movement between areas is modelled.</p>
