Modification to TAC rule for directed midwater catches of horse mackerel to incorporate a revised CPUE series.

The TAC rule for the midwater catch of horse-mackerel is modified to be based on CPUE only, rather than on survey results as well, given the latter not having been recently available. The control parameter values for the rule are modified to maintain the same risk level. A resultant midwater TAC recommendation for 2015 is put forward.
