Plan to refine the existing Decision Rules for Zones E, F and G

This paper gives details of the necessary steps needed to be able to refine the Decision Rules for Zones E, F and G. It also gives a summary of what data are available for these Zones in order to be able to move forward in developing refined Decision Rules.
