Ensuring that the TAE in the squid fishery is not exceeded is difficult when there is latent effort in the fishery, as well as pressure to include new entrants. The possibility and practicality of introducing an approach which limits the effort (in terms of days) at the level of individual rights holder is discussed, where the approach would attempt to retain flexibility, and the limitations applied to existing rights holders would relate to their past performance in the fishery.
