Update to the hake Reference Case Operating Model with inclusion of the 2024 commercial data

<p dir="ltr">Results for the 2025 RC update (which includes commercial CPUE, catch and catch-at-length data to 2024) are compared to those for the 2024 RC. As there were no surveys conducted in 2025, no further survey estimates are available. The results for the 2025 RC are consistent with those from before the update. The 2025 estimates suggest that the M. paradoxus stock continues the downward trend which it has shown since 2020, while the M. capensis resource is estimated to be continuing on an upward trajectory.</p>
