Update to the hake Reference Case Operating Model with the 2022 commercial and 2023 survey data

Results for the 2023 RC update (which includes commercial CPUE and catch data up to 2022 and survey abundance estimates up to 2023) are compared to those for the 2022 RC. The 2022 and 2023 survey estimates and associated standard errors have been scaled by a factor of 1.25 to account for the fact that these surveys were conducted by industry vessel FV Compass Challenger, which has a different catchability coefficient to the Africana. The results for the 2023 RC are consistent with those from before the update. The 2023 estimates suggest that the M. paradoxus stock continues the slight downward trend which it has shown since 2020. This downward trajectory could still be considered reasonably compatible with abundance fluctuations evident for preceding years, but concern could be raised if indices continue to decline in the next few years. The M. capensis resource is estimated to be continuing on an upward trajectory.
